After much deliberation and chatting with commenters, I have at least one person who has confirmed this is actual footage. A gentleman I had spoken with told me of a story about his travels on a Russian Airplane... Aero...Something-or-Rather*, I'll have to dig up the chat, but he was flying from the US to Russia on a business trip, it was on the route back that he said he was on a chartered Russian plane fitted for only a few passengers.
